UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. The UNFPA Country Office in The Gambia is inviting applications for a Consultancy to conduct Final Evaluation of Women Political Participation and Leadership Project.

 

The consultancy is expected to undertake the following tasks and activities:

  • Assess the relevance and appropriateness of the Project approaches and interventions.  (Focusing on the Project’s positions, structure, implementation arrangement and adequacy in contributing to achieve the key results in line with the Theory of Change.)
  • Ascertain the effectiveness and efficiency of the Project support provided to different actors and stakeholders in achieving the key results of the Project, its outcome and outputs.
  • Measure the coherence and sustainability of the Project intervention, including synergies with other programmes/projects, SDGs, UNSDCF, national development plan, gender and inclusion policies and women reservation bill.
  • Review and assess the risks and opportunities, document key lessons and best practices; and recommend potential approaches for more enhanced women political participation and leadership especially in the local level structures.
  • Analyse the Project’s contribution on promoting women political participation and leadership, mainstreaming gender equality and social inclusion, and fostering agency of women and girls.
  • Determine any possible catalytic effects of the project.

 

Qualification and Experience:

Team Leader: International Consultant 

  • Advanced university degree in evaluation, social sciences, gender studies or other relevant fields.
  • More than 10 years of experience in programme evaluations, with a proven track record of completing high-quality evaluations focused on women political participation and leadership, women and girl’s agency, gender issues, and women empowerment.
  • Prior experience in leading evaluability assessments is highly desirable.
  • Demonstrated ability to effectively use quantitative and qualitative research and evaluation methods, incorporating equity, human rights, and gender-based approaches.
  • Extensive work experience in rural communities in Africa is essential.
  • In-depth knowledge of issues related to gender, particularly within the context of developing countries.

 

Team Member: Local Consultant 

  • Advanced university degree in gender studies, social sciences, social policy, economics, or other related fields.
  • At least 8 years of experience in women empowerment and leadership issues, policy making, and evidence-based advocacy and communication strategies in The Gambia.
  • Strong written and spoken communication and facilitation skills.
  • Excellent oral and written communication skills in English and at least two local languages.
