UNFPA The Gambia is seeking the services of a skilled evaluation consultant to undertake a final, external evaluation of a two year PBF funded project on, Increased Women and Youth participation in decision-making processes and as agents of community conflict prevention, implemented by UNFPA and UNICEF for a total budget of GMD 1,300,000. The project which commenced in December 2018 and ends in December 2020, aims to empower youth and women to participate in decision making processes across the different tiers of government and at community level, and engage with political leaders to promote and support women and youth in decision making, early warning and peace building processes. The project was designed to strengthen the women and youth (young men and young women) capabilities to participate in decision making processes and raise the awareness of leaders to support women and youth to actively participate in decision making and early warning systems to promote peace. 

The project aimed to achieve two key outcomes and these include: 1) Youth and women participate in decision-making and early warning processes at national, regional and community levels that promote peace, inclusiveness and national ownership and 2) National and local leaders, including elected representatives, promote and support women and youth participation in decision-making and peacebuilding for social cohesion.

This project is jointly implemented by UNFPA and UNICEF in partnership with National partners in collaboration with the national and decentralized government structures, women and youth groups at the local and national level. The purpose of this end of project evaluation is to assess the impact and gains made by the PBF project on Increased Women and Youth participation in decision-making processes and as agents of community conflict prevention and also to identify challenges encountered in the course of the implementation of the project. The Final Evaluation will use both mixed methodology approaches to ascertain the impact of the project. It will also assess what factors enhanced and/or limited achievement of project targets as well as documentation of the results achieved and lessons learned for future programming.
